Announcement For The Prayer of the Lunar Eclipse

On 7-8 hb August 2017M equals 15 Zulkaedah 1438H (Monday-Tuesday), the Partial Lunar Eclipse will occur. It happens parallel to the time the Moon is in the Full Moon phase when in position Istiqbal. This eclipse can be seen entirely from Malaysia, especially in the state of Perak. During this eclipse this time, we will find that the light of the moon which is supposed to be bright will look as dimly as if covered with clouds. However, at the height of the eclipse, the moon will look darker on the south side of the Moon's surface as if covered with thick clouds. At that moment the effect of eclipse will be more easily identified. Even in the whole eclipse, we will be able to see the eclipse well because at that point the Moon is high above the horizon.

Based on the data already reviewed, the Lunar Eclipse is expected to occur from 11:50 pm on the night of 7th August. But at the beginning of this eclipse, eclipse effects are difficult to see as the New Moon enters the darkening penumbra shadow. Only at 1:23 am to 3:18 am on the morning of 8th August, then the effect of eclipse will be more visible after the Moon enters the dark Umbra shadow. Dark eclipse effects will be most obvious at 2:20 am. After that the eclipse is still happening, only the eclipse will disappear when it enters the penumbra phase. The eclipse will end at 4:51 am.

The entire duration of this eclipse will take 5 hours 0 m 53 seconds taking into account the Moon passes through the Penumbra and Umbra shadows. But the obvious effect of the eclipse on the Umbra shadow is only 1 hour 55 minutes 14 seconds.

So based on the above information, all Muslims in particular in the state of Perak are advised to perform the prayer of the lunar eclipse. Recommended time is from 1:23 am to 3:18 am on the morning of 8th August. In addition to carrying out eclipse observations, Muslims are advised to increase zikir, tasbih, tahmid and takbir. This is because the eclipse is the evidence of the greatness of Allah S.W.T which should be accompanied by a sense of admiration and slavery to the Greatness of Allah S.W.T. May God S.W.T simplify our affairs to observe the lunar eclipse.

I would like to refer to the action by Joint Action Group on Gender Equality (JAG) and Gender Equality Initiative (GEI) that had given me an award for the category 'Intelectual Insult' and similar award to Department of Islamic Development Malaysia(JAKIM) in Aiyot Wat Lah! Awaards Ceremony that they organized.
 
According to a report of a liberal portal, 'Intellectual Insult' category was awarded to a party or person making illogical, irrational and utterly false comments. It followed a statement I made in April last year on "the concept of marital rape does not exist because the wife cannot refuse her husband's sexual demands unless she has her menstrual period, is in pain or during childbirth." I also stated "The Prophet Muhammad also said that the wife must obey the husband even on the camel's back". Here is my answer to the question related to this issue:
  1. I am of the view that the action taken on their own accord have highlighted that the maximum level of ignorance on their part in the matters relating to Islam, the differences in Islamic law, the views of the ulama' and approaches in the management of Islamic affairs. Worse still when these statements were circulated openly that can cause confusion to the public.
  2. The actions of this group and others with the same view is aiming at distancing people from the religion and considering religion as a burden or hindrance. Therefore, their eagerness to discredit the ulama' and religious institutions is a fundamental principle of the liberals who tried to forced it down the throats of Muslims in Malaysia.
  3. The situation is clearer when the "trend" to discredit leaders and religious institutions is intensified and often occurs when selective statements or speeches are quoted and criticized without looking at the actual and wider scope. In my opinion this was a malicious act.
  4. Basically, I can accept open-minded thinking, speech and behavior, but we are guided by the Law of Islam that drives the human mind. Their actions also seem to encourage others to be open-minded but they themselves are old-fashioned and often precede logical and rational thinking instead of basing Islamic law as guidance.
  5. My statement regarding a wife cannot resist the will of her husband even on the camel's back is derived from evidence in the hadith:
"From Abdillah bin Abi Aufa, he said, When Muaz come from Syam he prostrated to the Prophet. The Prophet then asked Muaz, what are you doing ? Mu'az answered; when I reached Syam, I saw the people of Syria bowed to the leaders and their pastor, I liked it and we will do the same to you. The Prophet then said: 'Do not do it, if I (can) order a person to prostrate to other than Allah, surely I will instruct the wife to prostrate to her husband. By Him the soul of Muhammad in His hands, a wife is considered not to fulfill her obligations to Allah before she fulfills her duty to her husband, so that if her husband asks his wife to satisfy him on the back of a camel, his wife cannot refuse ". Narrated by Ibn Majah (nikah book no. 1843) and Imam Ahmad (no. 18591). This shows that the procedure is full of decency and Islamic guidance in family life is to create intimacy and affection between couples.
 
It is wise that all these open statements and actions towards the ulama' and religious institution is halted to cultivate harmony between religions and races in this country. In addition, it is to maintain the position of Islam and put it in line as enshrined in the Federal Constitution, Article 3. Religion of the Federation; (1) Islam is the religion of the Federation; but other religions may be practiced in peace and harmony in any part of the Federation.

Executive Talk Teluk Intan

Teluk Intan, 30 August 2016 - Program Executive Talk 'Perak Mufti Department No.2 / 2016 has been accomplished smoothly yesterday. It is the official program organized by the Perak Mufti Department held 2 to 3 times per year. At this time the program is organized in collaboration with District Islamic Religious Office Teluk Intan and Hilir Perak District Education Office. The venue chosen for this program, which was the second time this year is the Town Hall Teluk Intan.

Organizers have invited S.F. Tuan Haji Zamri Bin Hashim, Deputy Mufti of Perak to deliver the first presentation titled; 'Challenges for Muslims in the Present'. He emphasized the need for Muslims to be careful with the threats of modern thought such as liberalism and pluralism that threatens the integrity of Islam.

After that, the program continued with a presentation by S.F. Prof. Dr. Jamil Bin Hashim, Perak Fatwa Committee member who is also the Dean of the Faculty of Islamic Studies, Universiti Sultan Azlan Shah. At this time he presented the title; 'The role of the Asatizah Challenges Facing Ummah'. He said asatizah which the teachers of Islamic religious plays a very important role in the defense of Islam in the face of various challenges and threats.

Approximately 500 participants for this program is made up of teachers of Islamic Education (GPI), the religious teachers and representatives of government departments. The program began around 9.00 am and ended at 12.30 pm after a dialogue session where participants were given the spaceto ask questions and views to the presenters.

Liqa 'Mahabbah in Terengganu

KUALA TERENGGANU, 15 August 2016 – The Perak Mufti Department together with the Terengganu Mufti Department has organized a collaborative program namely Liqa 'Mahabbah between the two departments. The program, the first ever held been convened here starting on Friday, August 12 to Sunday, August 14, 2016 with the participation of 45 members of the delegation of the Perak Mufti Department of Perak, including officers, and staff of the department as well as the members of the State Fatwa Committee Perak went to Kuala Terengganu.

The delegation, boarded a bus and three cars departed from Perak State Mufti Department around 9:30 am and stop at Kem Sri Appeals for lunch and Friday prayers at the surau of Kem749. Lunch was sponsored by the soldiers. The trip continued and safely arrived at the Hotel Grand Princess at 8.00 pm, followed by dinner.

The following morning program continued with a visit to the Desa Murni Batik and Payang Market. In the evening, was held a forum at the Crystal Mosque, Kuala Terengganu. Members of the forum panel consisted of Y.Bhg. SS Tan Sri Dato 'Seri Hj. Harussani bin Hj. Zakaria, the Perak State Mufti, Y. Bhg. Tuan Haji Zamri bin Hashim, Deputy Mufti of Perak, and SF Ustaz Mohd Zaki Bin Mat Yakim of State Mufti Department as moderator. After the forum ended, the whole delegation of Perak were treated to a special dinner. Then the hosts took the delegation to the Islamic Civilisation Park with tram before back to the hotel.

On Sunday, friendly welcoming session with among the officers and staff of the two departments was held at the Terengganu State Mufti Department. Both of the mufti representing their departments was invited to deliver a short briefing on introducing the officers and staff, before discussing several issues and matters related to Islamic matters in the country. After the session done, the delegation of Perak departed and safely arrived in Ipoh about 11.00pm. The Perak Mufti hope this kind of cooperation program will be forwarded in the future to establish and strengthen relationship between the Islamic institutions.

Bengkel Kewajipan Zakat Perniagaan Ke Atas Syarikat Berkaitan Kerajaan (GLC) Negeri Perak

KUALA KANGSAR, 3 OGOS 2016 – Satu Bengkel Kewajipan Zakat Perniagaan Ke Atas Syarikat Berkaitan Kerajaan (GLC) Negeri Perak telah diadakan di bilik mesyuarat Masjid Ridzuwaniah, Kuala Kangsar. Bengkel yang bermula pada jam 9 pagi sehingga 4 petang itu adalah rentetan dari permintaan oleh Ahli-ahli Mesyuarat Jawatankuasa Fatwa Negeri Perak yang memohon agar isu ini dibincangkan dan dibuat kajian terperinci oleh Jawatankuasa Kajian dan Penyelidikan sebelum dibincangkan semula di mesyuarat tersebut untuk mendapatkan keputusan sama ada perlu atau tidak mewajibkan zakat perniagaan ke atas syarikat atau entiti perniagaan yang berkaitan dengan kerajaan (GLC).

Bengkel bermula pada sebelah paginya dengan pembentangan berkaitan kategori-kategori syarikat atau entiti perniagaan oleh En. Ariff Bin Apandi, Pengurus Besar Bahagian Kewangan, Majlis Agama Islam dan Adat Melayu Negeri Perak (MAIPk). Setelah itu, bengkel diteruskan pada sebelah petang dengan sesi perbincangan oleh ahli-ahli Jawatankuasa Kajian dan Penyelidikan. Turut hadir ke bengkel tersebut ialah Tuan Haji Zamri Bin Hashim, Timbalan Mufti Negeri Perak. Bengkel tersebut berakhir sekitar jam 4 petang selepas kajian selesai dan perbincangan berkaitan isu ini mendapat kata putus oleh ahli-ahli yang terlibat.

Fatwa and Falak Syarie Course

On 11th to 13th August 2015, Tuesday through Thursday (equivalent to 26 to 28 Shawwal 1436H), the Perak Mufti Department in collaboration with the Perak Islamic Administration Institute (INTIM) conducted the Fatwa and Falak Syarie Courses, at the INTIM Auditorium. It aims to share knowledge and provide exposure to participants about the institution of fatwa and astronomy.

The program starts with registration of participants at 2.30 pm. A total of 50 of the 108 people invited have signed up as participants. Invited participants comprise of imams from the district mosques and qariah mosques. The course continued with the first slot of 'Introduction to Fatwa' S.S delivered by Ustaz Zamri bin Hashim, Deputy Mufti of Perak.

Classes continued on the second day with the slot 'Fatwa Management in Malaysia' by A.F. Ustaz Ahmad Khairul Nizam bin Ahmad Tarmidzi and the slot 'Mufti and Fatwa' by A.F. Ustaz Kamaruddin bin Adam in the morning session, and the slot 'Introduction to Astronomy' by A.F. Ustazah Fatimah Ayoub in the afternoon session. Observation session scheduled at night cannot be held due to rain.

On the third day, the course continues with the slot 'Determination of Qibla' andthe slot 'Solat Time' presented by A.F. Ustaz Mohamad Faizal bin Jani. The program ended with the closing ceremony and presentation of certificates to the participants. The closing ceremony was officiated by S.S. Ustaz Zamri bin Hashim.

Hopefully missionary efforts and the delivery of this knowledge will be rewarded by Allah S.W.T

205th Perak Fatwa Committee Meeting

On Monday, August 10th, 2015 (equivalent to 25 Shawwal), the Perak Mufti Department held the 205th Perak Fatwa Committee Meeting. It aims to discuss the hukum on issues that were brought either by organizations or individuals, and make decisions for further action.
The meeting starts at 9.00 am and was chaired by S. S. Tan Sri Dato 'Seri (Dr) Hj. Harussani bin Hj. Zakaria, the Mufti of Perak. A.F. Ust. Kamaruddin bin Adam was the secretary of the meeting, and was assisted by A.F. Ust. Ahmad Khairul Nizam bin Ahmad Tarmizdi, and A.F. Ustazah Nadya binti Jamri.
