The Carnival Programme of Mahabbah Religious Institutions

settlement SEBERANG PERAK, 10 MARCH 2017 - The Carnival Programme Of Mahabbah Religious Institutions in conjunction with the settlement of the Menteri Besar of Perak at the Perak Tengah District was held very lively. The program, which ended this afternoon is a monthly program in which the State Government Perak YAB Dato 'Seri Dr. Royal Zambry bin Abd. Kadir, the Menteri Besar of Perak and religious agencies 'down to the ground' to provide their services to areas across the State of Perak.

There are various counters and exhibition tents around Masjid Al-Ansar, FELCRA Seberang Perak, the location of today's program. Among the agencies involved in providing the service counter and exhibition is the Mufti of Perak (JMNPk), Majlis Agama Islam dan Adat Melayu Perak (GPA), the State Judiciary Department Perak (JKSMPk), Division of Research and Education Division of the Perak Islamic Religious Department (JAIPK ). In addition, the clinic Dr. Zambry also open to provide services to the people who attend.

At 11.00 am, was held Tausiyyah Ahlul Ilmi by YB Senator Dato 'Dr. Ashraf Wajdi Dusuki Bin, Deputy Minister in the Prime Minister followed by Taujihat by the Chief Minister of Perak. Programme Of stops at 1.00 pm to give way to the audience the obligatory Friday prayers in priestly by YB Senator Dato 'Dr. Ashraf Wajdi Bin Dusuki. The program ends with 'Kenduri Rakyat' of the lunch for attendees after Friday prayers.

Earlier on Thursday evening also held a friendly match between futsal and badminton religious institutions and residents of the State of Perak aims to foster better relationships between staff agencies and the public. The match was held with the badminton team competition format and Perak Mufti Department has been runner-up after losing in the final with the locals.

Perak Mufti Department's monthly assembly No.1 / 2017

perhimpunan IPOH, Feb. 24, 2017 - For the first time monthly meetings for all employees Perak Mufti Department has been successfully held. It started around 10.00 am by singing of national anthem Negaraku and nasyid Asmaul-Husna.

The meeting continued with tausiyyah and advice given by S.S. Tuan Haji Zamri Bin Hashim, Deputy Mufti of Perak to represent S.S. Tan Sri Dato' Seri (Dr.) Haji Harussani Bin Haji Zakaria, the mufti of Perak as the head of the department, who was unable to attend due to health problems.

After that, S.S. Deputy Mufti also presented a briefing regarding the activities of the department which will take place during February and March, followed by the selection committee of Sport and Social Club recently. This monthly meeting ended with lunch at 12.00 pm. These gatherings have been scheduled on a monthly basis and the next meeting will be held on 3 April 2017.

Muzakarah Sultan Nazrin Muizzuddin Shah

pemukiman IPOH, Feb. 8, 2017 - Muzakarah Sultan Nazrin Shah Muizzuddin this year has ended successfully yesterday. The muzakarah with the theme; 'Mengakar Kuat Umat Melayu, Menjulang Tinggi Islam' was held from 5 to 7 February. HRH Sultan of Perak Sultan Nazrin Shah Muizzuddin has consented to officiate at the Opening Ceremony of the muzakarah on Monday, February 6, 2017.

The Muzakarah held at Amanjaya Convention Centre, Casuarina @ Meru, Bandar Meru Raya was attended by about 250 participants from various career backgrounds and from all over the country. It started on Sunday night with sessions Pre Muzakarah paper presentation, presented by Y.Bhg. Prof. Madya Dr. Shamrahayu Binti Ab. Aziz, a Fellow of the Center for Syariah Studies, Law and Politics, Institut Kefahaman Islam Malaysia (IKIM).

The opening ceremony took place on the second day, attended by about 1000 people. Also present were HRH Raja Muda Perak and his wife, HRH Raja DiHilir Perak and his wife, Menteri Besar Perak and wife, and the line of Council State of Perak. The event was graced with the recitation of verses from the Holy Quran by AF Ustaz Mohd Radzi Kamarul Hailan, followed by a welcoming speech by Mufti of Perak, Tan Sri Dato 'Seri Dr. Haji Harussani bin Haji Zakaria, and said opening by HRH Paduka Seri Sultan Perak. After that, the event continued with the main working paper presentation by Y.Bhg. Prof. Ulung Datuk Dr. Shamsul Amri Bin Baharuddin from the Institute of Ethnic Studies, Universiti Kebangsaan Malaysia (UKM). The title of his paper is Tradition, Cultural and Religion: Flow Variation Malay Community.

The paper presenters during the muzakarah was the Y.Bhg. Prof. Datin Paduka Datuk Dr. Ramlah Binti Adam of Universiti Malaysia Perlis (UMP), Y.Bhg. Dato' Wan Mohamad Bin Dato' Sheikh Abdul Aziz, Former Head Director of JAKIM, Y.Bhg. Dato' Dr. A. Aziz Bin Deraman, President of the Malaysian Association of Malay Civilization, Kelantan, and Y.Bhg. Prof. Dato' Dr. Mohd Yusof Bin Othman of Universiti Kebangsaan Malaysia.

On the third day, the workshop sessions were held to discuss the resolution of the entire presentation. The workshop was conducted by the Resolution Committee from Universiti Sultan Azlan Shah (USAS), led by Dr. Mohd. Fuad Bin Mokhtar. He also presented the resolution of muzakarah at the closing ceremony which was officiated by YAB Dato' Seri Diraja Dr. Zambry Bin Abd. Kadir, Menteri Besar of Perak Darul Ridzuan.

Rohingya Solidarity Program & Awareness Ummah

IPOH, December 3, 2016 - Rohingya Solidarity Program & Awareness Ummah has run smoothly at Masjid Sultan Azlan Shah, Jalan Raja Musa Mahadi yesterday. Joint program between Perak Mufti Department, Perak Islamic Religious Department, and the Committee of the Mosque of Sultan Azlan Shah is intended to create awareness and to open the eyes of all Muslims in the country, particularly in the State of the suffering experienced by relatives of Rohingya Muslims in Myanmar.

Invited speakers were Mr Haji Mohd Azmi Bin Abdul Hamid, Chairman of the Malaysian Islamic Organisations Consultative Council(MAPIM). He was an activist who is very experienced and has participated in many humanitarian missions around the world, including Palestine and Myanmar. In his speech yesterday, he has explained the origin of the Rohingya and Arakan Islamic Sultanate according to history, and to expose the atrocities against them by the Myanmar government.

The program was attended by about 300 people including the ethnic Rohingya who have been in this country. Also present were Perak Islamic Religious Department (JAIPK) Dato 'Haji Mohd Yusof bin Haji Husin, Deputy Mufti, Sahibus Samahah Tuan Zamri Bin Hashim and chief imam of Masjid Sultan Azlan Shah, Ustaz Syed Muzaffar Bin Syed Azlan as the host.

After the talk, the Rohingya Solidarity Fund was launched by Islamic Religious Department (JAIPK), Dato 'Haji Mohd Yusof bin Haji Husin and collections were made by officers. So far, the accumulated collections is approximately RM7,000.

Program of Spiritual Discourse Order and Discipline of Knowledge

Kuala Kangsar, November 23, 2016 - The Perak State Mufti Department has organized a program of Spiritual Discourse Order and Discipline of knowledge. Program was held at the Office of the Administration of Islamic Kuala Kangsar District, starting at 9.00 am it was a continuation of the Training of trainers (TOT): Practicing Congregation in Perak in April. It aims to expose participants to a pure-related orders and congregations genealogy groups that exist in Malaysia.

Invited speakers was the Hon. Prof. Madya Dr. Mohd. Yeoh Shukri Abdullah, Chairman of the Malay Manuscript Research Centre, Universiti Kebangsaan Malaysia (UKM). He presented three papers of the Order of the Spiritual Disciplines, Reflections on the Spiritual History of the Malay World Order, and Zawiyah Fold Statement History of the Malay World. The presentation is controlled by moderators of the organizers, Ustaz Kamaruddin Bin Adam, Assistant Chief Mufti and Ustaz Ahmad Khairul Nizam Bin Ahmad Tarmizdi, Islamic Affairs Officer.

Over 150 participants attended, consisting of teachers of Islamic Education (GPI) from schools under the management of Kuala Kangsar District Education Office (PPD), the officials of the department and religious organizations as well as teachers credential. The program ended with a closing ceremony officiated by the Deputy Mufti of Perak, S.F. Tuan Haji Zamri Bin Hashim. He hoped that this program will be held again with the presenters. According to him, "Prof. Madya Dr. Mohd. Yeoh Shukri Abdullah is a specialist and an expert in the field of this order, a variety of inputs that can be fenced scarce and concerns various questions posed by participants may be a good explanation. "

The Workshop Fiqh of Jihad 2016

fiqh jihad IPOH, Nov. 8, 2016 - The Workshop Fiqh of Jihad in 2016 was successfully held on 7 and 8 November from 8.00 am to 5.00 pm at the House of Al-Shafi'i, Masjid Sultan Idris Shah II. The workshop was organized by the Perak Mufti Department aims to enlighten and sensitize officials and religious teachers on issues related to jihad. And the real jihad by the Islamic viewpoint. Presenters who have been specially invited for this program is S.F. Ustaz Fadzil Bin Ahmad Fauwaz, Shariah Consultant of the company Telaga Biru Sdn. Bhd.

The workshop began with a presentation by invited speakers and a question and answer session on the first day. On the second day, a presentation slot continued and followed by the presentation of a report on the issue Daesh in Malaysia by a representative of the Special Branch Unit, Police Headquarters, Bukit Aman. Pending the presentation of the report, held a dialogue session between the participants with both the presenters.

Approximately 100 participants consisting of officers from the department and religious organizations, teachers credential as well as officials from the Religious and Counseling Division (BAKA) Royal Malaysian Police (PDRM) and the Armed Forces Religious Corps (KAGAT), Malaysian Armed Forces (ATM). The workshop ended with the closing ceremony officiated by the Deputy Mufti of Perak, S.F. Tuan Haji Zamri Bin Hashim. In his closing remarks he insisted; "The most important challenge faced by the department and the organization is religious sects diverse religious views do not forgive each other, and it is expected that this workshop can soften the heart with each other through unity of thought (wehdatul fikri) on the issue of jihad".

Astronomy Fiqh Conference 2016

munaqasyah LUMUT, September 30, 2016 - Astronomy Fiqh Conference 2016 was successfully held at The Orient Star Resort Lumut, Perak. This is the 4th year of this annual program was held and the Perak State selected as the host of this time. The program was organized by the Perak Mufti Department in collaboration with the Department of Islamic Development Malaysia (JAKIM). It lasted for three days from Tuesday to Thursday (27 to 29 September 2016).

The program is a platform specific discussions on the issues of astronomy related to syariah, develop study and explanation of Islamic laws, particularly those involving technical difficulties of astronomy to complete, develop networks and agreements in resolving issues of astronomy time, and produce officials astronomy skilled not only from a technical perspective but also from the point of syariah.
Around 70 participants were selected from the State Mufti Department, academicians and individuals who have knowledge about astronomy and fiqh. Among the presenters were invited were Prof. Dato 'Dr. Mohd. Zambri Bin Zainuddin, Falak JAKIM Expert, Prof. Madya Dr. Abdul Halim Bin Abdul Aziz of University of Sains Malaysia (USM), Dr. Raihana Binti Abdul Wahab of the Department of Fiqh and Usul, University of Malaya (UM), Tuan Haji Hanafiah bin Abdul Razak from Johor Mufti Department, Dr. Mohd. Fahmi bin Abdul Khir, Member of the Falak Committee the State of Perak, and Mr. Mohd Razlan Bin Ahmad from University of Sains Islam Malaysia (USIM).

Official Ceremony of Astronomy Fiqh Conference 2016 was held on the evening of the second day. Formally launched by Hon. S.S. Tuan Haji Zamri Bin Hashim, Deputy Mufti the Perak Mufti Department. The occasion has also launched Prayer Planning Software, e-Miqat which was developed collaboratively by the Division of Astronomy, Perak Mufti Department and the Information Technology Unit, University of Sultan Azlan Shah (USAS), Kuala Kangsar. While the formula for the calculation of taqwim for this software also been assisted and monitored by Prof. Madya Dr. Abdul Halim Bin Abdul Aziz from University of Sains Malaysia (USM). This software aims to facilitate Astronomy Division, the Perak Mufti Department, in the preparation of the Perak State taqwim prayers every year.

The program ended with the presentation of the resolution presented by Dr. Muhamad Yamin Bin Ismail, the Planning and Research Officer, Research Branch, Section Syariah JAKIM.

The Perak Programme of Fatwa Explanation and Aqidah Refining 2016

KUALA KANGSAR, September 30, 2016 - The Perak Programme of Fatwa Explanation and Aqidah Refining 2016, was organized by Perak Mufti Department and The office of Perak Islamic Religious - district of Kuala Kangsar and has run smoothly. This is the third series since the program began in July. It aims to give an explanation of fatwas related aberrant beliefs and impose beliefs genuine of Ahlus Sunnah wal Jamaah to the public. Ridzwaniah mosque was selected as the location program of Kuala Kangsar District.

 

The guest speaker at this time is SF Suaidi Bin Tuan Guru Haji Din, a retired teacher and is now a Mudir of dormitory Orphans Maahad Darul Salam. He also was a member of the Perak Fatwa Committee. In this lecture he recounted the history of the coming of Islam to Malaya brought about by the scholars with the Ahli Sunnah Wal Jamaah. Talks ended at approximately 9.45 pm and was followed by refreshments after completed congregation isya' prayers.

An explanation of Replication Issues

As a department which is entrusted to provide advice and guidance to the government and society, one guidance and counsel is required by the state local governments and not related to the other states has been proposed to the Perak Mufti Department for building a replication of an animal in a new placements where applicable.

 

Since it is still in the proposal, my advise is stop to build a replica of the animal completely based on the related authentic traditions because the statue allowed in Islam is for children's toys or for educational purposes. Even if the proposal would be forwarded, it should be built not by its nature perfectly.

The issue is actually about the local matters in Perak and there is no connection with the eagle replica in Langkawi or even national monument but this issue has been used by the famous media which is prejudices to Islam and their agencies misrepresenting and diverting from the real issue. There is no issue to demolish the monument because it is under each state authorities.

My opinion, if the existing monuments is not planned to be demolish, it is still under the duty of the authorities to ensure that the acts that lead to polytheism does not happen and no longer to build the perfect animal replicas - . In accordance with the requirements of the existing nas, Qaeda sad az zar'iah recommendations and if any discussion among the scholars about it, the exit of the mistake is preferable that no longer building replicas or even idolatry in a country where Islam as the religion of the country.

I would like to refer to the action by Joint Action Group on Gender Equality (JAG) and Gender Equality Initiative (GEI) that had given me an award for the category 'Intelectual Insult' and similar award to Department of Islamic Development Malaysia(JAKIM) in Aiyot Wat Lah! Awaards Ceremony that they organized.
 
According to a report of a liberal portal, 'Intellectual Insult' category was awarded to a party or person making illogical, irrational and utterly false comments. It followed a statement I made in April last year on "the concept of marital rape does not exist because the wife cannot refuse her husband's sexual demands unless she has her menstrual period, is in pain or during childbirth." I also stated "The Prophet Muhammad also said that the wife must obey the husband even on the camel's back". Here is my answer to the question related to this issue:
  1. I am of the view that the action taken on their own accord have highlighted that the maximum level of ignorance on their part in the matters relating to Islam, the differences in Islamic law, the views of the ulama' and approaches in the management of Islamic affairs. Worse still when these statements were circulated openly that can cause confusion to the public.
  2. The actions of this group and others with the same view is aiming at distancing people from the religion and considering religion as a burden or hindrance. Therefore, their eagerness to discredit the ulama' and religious institutions is a fundamental principle of the liberals who tried to forced it down the throats of Muslims in Malaysia.
  3. The situation is clearer when the "trend" to discredit leaders and religious institutions is intensified and often occurs when selective statements or speeches are quoted and criticized without looking at the actual and wider scope. In my opinion this was a malicious act.
  4. Basically, I can accept open-minded thinking, speech and behavior, but we are guided by the Law of Islam that drives the human mind. Their actions also seem to encourage others to be open-minded but they themselves are old-fashioned and often precede logical and rational thinking instead of basing Islamic law as guidance.
  5. My statement regarding a wife cannot resist the will of her husband even on the camel's back is derived from evidence in the hadith:
"From Abdillah bin Abi Aufa, he said, When Muaz come from Syam he prostrated to the Prophet. The Prophet then asked Muaz, what are you doing ? Mu'az answered; when I reached Syam, I saw the people of Syria bowed to the leaders and their pastor, I liked it and we will do the same to you. The Prophet then said: 'Do not do it, if I (can) order a person to prostrate to other than Allah, surely I will instruct the wife to prostrate to her husband. By Him the soul of Muhammad in His hands, a wife is considered not to fulfill her obligations to Allah before she fulfills her duty to her husband, so that if her husband asks his wife to satisfy him on the back of a camel, his wife cannot refuse ". Narrated by Ibn Majah (nikah book no. 1843) and Imam Ahmad (no. 18591). This shows that the procedure is full of decency and Islamic guidance in family life is to create intimacy and affection between couples.
 
It is wise that all these open statements and actions towards the ulama' and religious institution is halted to cultivate harmony between religions and races in this country. In addition, it is to maintain the position of Islam and put it in line as enshrined in the Federal Constitution, Article 3. Religion of the Federation; (1) Islam is the religion of the Federation; but other religions may be practiced in peace and harmony in any part of the Federation.
