1) What is the difference between “bermastautin” and “bermuqim”, and what are the conditions to perform the Friday prayers?
1) It is wajib for “mastautin” and “muqim” residence to perform the Friday prayers. The minimum number of 40 must be from from the “mastautin” residents.
2) “Mustautin” residents are people who intend to settle down in a place and will not move out unless there is a need to move. “Muqim” residents are people who does not intent to live in one place forever and it intends to get out of it either returning to the original place that they came from or move to another place. (Reference book ULAB Bughatul vol 1 p 204-205)
2) What is the hukum for a deaf to become the imam although his tajwid is correct?
A disable is makruh to become the imam because it can cause the makmum not to be able to concentrate on their solat. Although a deaf will not be noticed of his handicap, it is still makruh because he will not be able to hear the makmum correcting him, when he makes a mistake. When hearing aid is used, he will be like any other normal person, thus it is not makruh for him to be the imam if he qualifies.
